The Chairman of the Verkhovna Rada of Ukraine stresses the necessity to increase the role of parliamentary committees in the part of preparing bills and submitting them for consideration in the session hall of the Verkhovna Rada of Ukraine. He said this answering Rada TV Channel questions on Wednesday. He said that “the center of work should be transferred to the committees”.
“All the discussions should be held on the professional basis, and this is possible only in the committees of the Verkhovna Rada of Ukraine that are mainly formed of the professional basis,” he said.
The Chairman of the Parliament believes that “committees are the place, where the voters will be heard, and we will hear each other”. He noted thereat that only the issues that have not been agreed by the people’s deputies in the committees should be submitted to the session hall. “Then we will have discussion and it will be heard by voters. Majoritarian deputies will, respectively, go to districts and listen to voters’ ideas on this or that issue and only then, taking everything into account, the decisions will be adopted on the professional level ,” he added.
V.Rybak noted that it is important to take the decision regarding jurisdiction of the committees now. Though, he believes, this issue should be thoroughly examined, involving all political forces – both majority and minority, as well as majoritarian deputies.
The Chairman of the Parliament does not reject there is an element of politics in the process of forming and distribution of the committees. However, he stressed that multiple meetings of faction heads “prove that there is understanding”. He expressed hopes that personal composition of the committees, as well as their jurisdiction and leaders will be settled in the nearest future. The Verkhovna Rada should adopt its final decision during the meeting on December 25.
